10/10/2006 Plan Commission Commission Hearing minutes

Meeting called to order by Chairman Sweeney at 7:03 pm.

Minutes of September 26, 2006 meeting read. Motion by Remley to approve minutes as read.
2nd by Towns. Motion passed 5 -0.

1st Order of Business: Review of draft of Zoning Ordinance.
Motion by Vielhuber to untable discussion of draft of Zoning Ordinance.
2nd by Remley. Passed 5-0.

Oakeson distributed drafts that include everything that has been discussed over the past months.
Discussion:
· Discussed changes to the ordinance.
· The Livestock Facility Siting ordinance was incorporated, with suggestions by attorney Jordan Lamb.
· Noted that on page 121 under the Note, it should read 400 animal units to match the ordinance.
· Discussed the Zoning Administrator and Building Inspector sections. They are acceptable.
· Discussed Russell Jeske’s suggested wording of Section 4.5(f) to exempt setbacks when splitting off buildings for farm consolidation. It was agreed that the Commission did not want to exempt setbacks. It was discussed to allow the Commission leeway in reducing setbacks. Wording of “may reduce setbacks” was discussed. It was decided that there are steps already in place that allow for not meeting zoned setbacks in that an applicant can go through the Board of Adjustment. No action taken.
· Discussion on Section 4.17(7) – “Annual Information Review Report” for tower and antenna owners. Discussion was on whether or not to require the report along with the annual fee. It was decided that Sweeney was going to contact Rock County about a review report form to see if one is available. It was also decided that the information might be necessary for the Town to have this information on a yearly basis to keep track of the owner of the towers and their use.
· Review of 5.3(5) – Review of Conditional Use Permits. It was decided to change this to the Plan Commission having an annual meeting for reviewing past Conditional Use Permits and that it is to take place in the first quarter of the calendar year.

Motion by Vielhuber to recommend to the Town Board approval of the draft of the Zoning Ordinance with changes and corrections as noted.
2nd by Remley. Passed 5-0.

New Business:
Next hearing is October 24th at 7:00.

Motion to adjourn by Towns.
2nd by Vielhuber. Passed 5-0
