Town of Porter August 15, 2005 approved minutes
Dave called the meeting to order. Present were: Arndt, Fox, Viney, Towns, Sanderson, Sweeney, Jeske and 5 residents.
The July 18, 2005 minutes were read. Jerry moved, Ron seconded to accept the minutes. Passed.
The July 2005 receipts (8221-8230) and the August 2005 expenditures (checks # 7367-7383) were reviewed. Ron moved, Jerry seconded to hold check # 7376 to the Rock County Drainage Board and approve the remaining receipts and expenditures. Passed.
Rhoda reported the account activity as of July 31, 2005. Checking account: $151,063.49: Outstanding checks: $5669.73: Local Government Investment Pool: $57,633.81. Ron moved, Jerry seconded to approve the Treasurers report. Passed.
Evansville Fire District: Dave reported that Chief Halvensleben is requesting another grant. A pamphlet was distributed on the NIMS ( National Incident Management System) regarding compliance and knowledge.
Edgerton Fire District: Reviewed compensation for the bookkeeper. Ron or Dave will take the NIMS test online.
Highways: The highway bill didnt match the diary, because the highway dept. gave us a page of Union Township’s diary. The bill was adjusted for a credit of $401. 79. Mel Shotliff would like permission to have Metro-Grow haul 70 loads of sludge on the Kenny Andrews property on Riley Rd. Ron moved, Jerry seconded to approve Metro-Grow to deliver sludge on the property, with following route restrictions: Full trucks must come on Hwy 59 to Tolles Rd, to Hwy M, to Riley Rd. Empty trucks must follow Riley Rd. to Hwy 14, to Tolles Rd., to Hwy 59. Metro-Grow must also provide a $50,000 performance bond, or letter of credit. A Town official and Metro-Grow official must take a road tour before and after application. The temperature must be 70 degress or below, for hauling to take place. Passed.
Recycling Center: nothing to report
Building Inspector/Zoning Administrator: Russell reported $275 in permits and applications for the month. George Wollinger, Driveway permit-$175; Bill Myhre, Pole shed+electric-$100. Al reported that there are some problems with the text in the Ag Preservation Draft. Nothing has been heard from Gary Peterson whether the Smart Growh Draft has passed the state checklist. Ordinance # 05-01 will be kept on the agenda.
Town Hall: Ron moved, Jerry seconded to select Magee Construction for the handicap accessible ramp and bathroom, contingent on his agreement to reduce his contract value by the cost of materials, that the Town of Porter will purchase the materials. A Class One notice will be published one week prior to signing the agreement. Magee Construction also has to agree to reduce his bid format to his labor costs, but not to exceed $14,999.00. Passed. Attorney Roethe will be consulted before any action takes place.
Other: Jake Clark is working on the website.
Closed Session: Ron moved, Jerry seconded to adjourn to closed session pursuant to Wisconsin State Code 19.85(1)(c) to discuss personnel matters. Passed.
Open Session: Ron moved to pursue to find another Building Inspector/Zoning Administrator as of January 1, 2006. There was no second.
Jerry moved, Dave seconded to adjourn. Passed. The next meeting will be on Monday, September 19, 2005, at 7:00 p.m. Passed.
